Regional Project Review Process
GNRC was designated the regional clearinghouse for the administration of the State and Local Project Review Process established by Presidential Executive Order 12416 and the Governor's Executive Order 58. In 1995, the State of Tennessee terminated the clearinghouse process. However, in April of 1995 the Council's Executive Committee voted to continue with the project review process in cooperation with state and federal agencies and jurisdictions requesting reviews of projects.
Historically, this process has been used in the day-to-day review of federally and state-assisted projects and plans.
Project review has ensured compliance with regional development plans and policies, as well as with state and local plans. In the past, this process has prevented the duplication of efforts in funding and services, as well as potential conflicts with existing or proposed developments. Types of projects subject to review include federally or state-assisted bridge and highway projects, housing developments, water and sewer projects, outdoor recreation projects, planning projects, and others.
